Describes the certificate list for AWS ELB listener.

AWS IAM Policy
To use this command, you must allow the below permissions in your AWS IAM policy:
- elasticloadbalancing:DescribeLoadBalancers
- elasticloadbalancing:DescribeListeners
- elasticloadbalancing:DescribeListenerCertificates
